Pion and photon production cross sections are analyzed in
proton-nucleus collisions at energies 20 GeV less than or
similar to root s less than or similar to 60 GeV using a
phenomenological description for the proton-proton collision. We
separate the proton proton and nuclear contributions to
transverse-momentum broadening and suggest a new mechanism for
the nuclear enhancement at high p(T).
